Project Grant Open Call[manbasini tahrirlash]
This is the announcement for the Project Grants program open call that started on January 11, with the submission deadline of February 10, 2021.
This first open call will be focussed on Community Organizing proposals. A second open call focused on research and software proposals is scheduled from February 15 with a submission deadline of March 16, 2021.
For the Round 1 open call, we invite you to propose grant applications that fall under community development and organizing (offline and online) categories. Project Grant funds are available to support individuals, groups, and organizations to implement new experiments and proven ideas, from organizing a better process on your wiki, coordinating a campaign or editathon series to providing other support for community building. We offer the following resources to help you plan your project and complete a grant proposal:
- Weekly proposals clinics via Zoom during the Open Call. Join us for #Upcoming_Proposal_Clinics|real-time discussions with Program Officers and select thematic experts and get live feedback about your Project Grants proposal. Proposal: Set two-letter project shortcuts as alias to project namespace globally[manbasini tahrirlash]

Hello everyone,
I apologize for posting in English. I would like to inform everyone that I created a new global request for comment (GRFC) at Meta Wiki, which may affect your project: m:Requests for comment/Set short project namespace aliases by default globally.
In this GRFC, I propose that two-project shortcuts for project names will become a default alias for the project namespace. For instance, on all Wikipedias, WP will be an alias to the Wikipedia: namespace (and similar for other projects). Full list is available in the GRFC.
This is already the case for Wikivoyages, and many individual projects asked for this alias to be implemented. I believe this makes it easier to access the materials in the project namespace, as well as creating shortcuts like WP:NPOV, as well as helps new projects to use this feature, without having to figure out how to request site configuration changes first.
As far as I can see, Vikipediya currently does not have such an alias set. This means that such an alias will be set for you, if the GRFC is accepted by the global community.
I would like to ask all community members to participate in the request for comment at Meta-Wiki, see m:Requests for comment/Set short project namespace aliases by default globally.

Drafting Committee: Call for applications[manbasini tahrirlash]
The Wikimedia Foundation is recruiting volunteers to join a committee to draft how to make the code enforceable. Volunteers on the committee will commit between 2 and 6 hours per week from late April through July and again in October and November. It is important that the committee be diverse and inclusive, and have a range of experiences, including both experienced users and newcomers, and those who have received or responded to, as well as those who have been falsely accused of harassment.

I apologize for sending a message in English. Please help translate to your language. According to the list, your wiki project is currently opted in to the global bot policy. As such, I want to let you know about some changes that were made after the global RfC was closed.
- Global bots are now subject to a 2 week discussion, and it'll be publicized via a MassMessage list, available at Bot policy/New global bot discussion on Meta. Please subscribe yourself or your wiki if you are interested in new global bots proposals.
- For a bot to be considered for approval, it must demonstrate it is welcomed in multiple projects, and a good way to do that is to have the bot flag on at least 5 wikis for a single task.
- The bot operator should make sure to adhere to the wiki's preference as related to the use of the bot flag (i.e., if a wiki doesn't want a bot to use the flag as it edits, that should be followed).

Line numbering coming soon to all wikis[manbasini tahrirlash]
From April 15, you can enable line numbering in some wikitext editors - for now in the template namespace, coming to more namespaces soon. This will make it easier to detect line breaks and to refer to a particular line in discussions. These numbers will be shown if you enable the syntax highlighting feature (CodeMirror extension), which is supported in the 2010 and 2017 wikitext editors.

From April 29, it will be possible to suggest values for parameters in templates. Suggested values can be added to TemplateData and will then be shown as a drop-down list in VisualEditor. This allows template users to quickly select an appropriate value. This way, it prevents potential errors and reduces the effort needed to fill the template with values. It will still be possible to fill in values other than the suggested ones.

The Wikimedia Foundation tests the switch between its first and secondary data centers. This will make sure that Wikipedia and the other Wikimedia wikis can stay online even after a disaster. To make sure everything is working, the Wikimedia Technology department needs to do a planned test. This test will show if they can reliably switch from one data centre to the other. It requires many teams to prepare for the test and to be available to fix any unexpected problems.
Unfortunately, because of some limitations in MediaWiki, all editing must stop while the switch is made. We apologize for this disruption, and we are working to minimize it in the future.
You will be able to read, but not edit, all wikis for a short period of time.
- You will not be able to edit for up to an hour on Tuesday, 29 June 2021. The test will start at 14:00 UTC (07:00 PDT, 10:00 EDT, 15:00 WEST/BST, 16:00 CEST, 19:30 IST, 23:00 JST, and in New Zealand at 02:00 NZST on Wednesday 30 June).
- If you try to edit or save during these times, you will see an error message. We hope that no edits will be lost during these minutes, but we can't guarantee it. If you see the error message, then please wait until everything is back to normal. Then you should be able to save your edit. But, we recommend that you make a copy of your changes first, just in case.
Other effects:
- Background jobs will be slower and some may be dropped. Red links might not be updated as quickly as normal. If you create an article that is already linked somewhere else, the link will stay red longer than usual. Some long-running scripts will have to be stopped.
- There will be code freezes for the week of June 28. Non-essential code deployments will not happen.

New Wikipedia Library collections and design update (August 2021)[manbasini tahrirlash]
Hello Wikimedians!
The Wikipedia Library is pleased to announce the addition of new collections, alongside a new interface design. New collections include:
- Cabells – Scholarly and predatory journal database
- Taaghche - Persian language e-books
- Merkur, Musik & Ästhetik, and Psychologie, Psychotherapie, Psychoanalyse - German language magazines and journals published by Klett-Cotta
- Art Archiv, Capital, Geo, Geo Epoche, and Stern - German language newspapers and magazines published by Gruner + Jahr
Additionally, De Gruyter and Nomos have been centralised from their previous on-wiki signup location on the German Wikipedia. Many other collections are freely available by simply logging in to The Wikipedia Library with your Wikimedia login!
We are also excited to announce that the first version of a new design for My Library was deployed this week. We will be iterating on this design with more features over the coming weeks. Read more on the project page on Meta.
Lastly, an Echo notification will begin rolling out soon to notify eligible editors about the library (T132084). If you can translate the notification please do so at TranslateWiki!

Речь идёт об Коммутируемый доступ из Рувики и Enwiki Dial-up Internet access. Ситуация довольна банальная. OneLittleMouse заблокировал возможность отредактировать в Рувики со сроком на 6-месяца и не оставляет никакого шанса отредактировать данную статью. Изучая данную статью я был шокирован, что статьи написан с мало источников, а там только догадки.
(1) В Enwiki есть картинка иллюстрирующей самой модема Курьер 28,8, но в Рувики оно нету.
(2) В Enwiki есть картинка иллюстрирующей модемного пула, там внизу, а вот в Рувики ни на двух статьях этого нету.
(3) В Enwiki доступно несколько звуки модемов, особенно полярный тогдашнее время V.90 от Rockweller, U.S.Robotics, ZyXEL и Momenta. Все четырёх модемы поддерживает по-умолчание выше 56-K (зависит от линии), но их нету в Рувики и стоить только одна звук, который качества при записи плохое (помехи самой аппарата).
(4) В Enwiki указан информация, о том, что из-за плохое линии скорость падает до 21,6-кбит/с и даже прикреплен звук модема под название Sindrome 21600 и имеют две АИ (Авторитетные Источники), что оно получил название в народе такое (обратите внимание АИ из русскоязычной Фидонет сайт от Андрея Кувалина 20 января 1998 года) кто забыл в скобках, но в Рувики что написан? Без АИ стоит, мол типа, кто-то из админов Рувики сам проверил что оно до 15 кбит/с и менее, и ни слова об синдроме 21600 не указан. Хотя бы указали бы скорость может падать до 21,6-кбит/с и менее, но нет, не указали.
(5) Про DSL что скорость начали предоставить толи 64 или 128 нет источники. Необходимо проверить.
(6) В Enwiki есть и другие картинки связанной с этой, но в Рувики ни одной фото так и не добавлен.
(7) В Enwiki указан, что скорость серверного Диалапа составляет Исходящий 1.000-кбит/с, входящий 200-кбит/с, но вот в Рувики совсем другие данные. На самом деле Американцы эту в деле проверяли,если заглянут в историю.
ИТОГ:
Я не могу отредактировать. OneLittleMouse без разбора банит по IP адресов, который принадлежит на несколько стран. Благодаря ему IP адресов попадёт в бан не только конкретного страна (Узбекистан) ну и даже других стран тоже. Даже попросить друзей из други хстран тоже не получается. Если мой друг (совсем другой), заходить в Рувики из России, из Украины, из США и отредактирует тот же статью и при этом отменяет вандальную правку от OneLittleMouse, он их тоже под предлогам тоже банит по обвинение Обхода, без разбора. Это называется "Администраторский вандализм от OneLittleMouse в Русскоязычном Википедии". Он эту делает сознательно и более того, тихо банит без разбора IP не тот страну (Узбекистан) под предлогам Обход. Говорите ВП:СМЕЛО, но как править, если не даёт разрешение? Свободная энциклопедия? Нет. Изолированная энциклопедия, который админ сам решает какие данные указать, а какие нет. Выводи делайте сами. Прощу опытный участникам, просить снят защиту или есть у вас есть возможность править, помогите редактировать статью. 213.230.100.172 13:41, 2 августа 2021 (UTC)

Редакционный Комитет 2-го этапа Универсального Кодекса Поведения хочет получить мнения по проекту руководства по обеспечения правоприменения Универсального Кодекса Поведения (УКП). Период обзора начнется 17 августа 2021 года.
Сообщество и сотрудники Фонда сотрудничали в разработке проекта этого руководства на основе консультаций, обсуждений и исследований. Это руководство не является окончательным, но вы можете помочь продвинуть его вперед. Предоставьте отзывы и комментарии по руководству до 17 октября 2021 года. Комитет будет пересматривать руководство на основе вклада от сообщества.

Голосование на выборах Совета Попечителей 2021 года началось. Кандидатам от сообществ было предложено представить свою кандидатуру. После трехнедельного приема заявок от кандидатов, на выборах 2021 года участвуют 19 кандидатов.
Совет Попечителей Фонда Викимедиа осуществляет надзор за работой Фонда Викимедиа. Совет хочет повысить свою компетентность и разнообразие, как команды. Они поделились теми областями, которых им в настоящее время не хватает, и надеются найти их у новых попечителей.
Движение Викимедиа имеет возможность проголосовать за попечителей от сообществ и организаций Викимедиа. The 2022 Community Wishlist Survey will happen in January[manbasini tahrirlash]
Hello everyone,
We hope all of you are as well and safe as possible during these trying times! We wanted to share some news about a change to the Community Wishlist Survey 2022. We would like to hear your opinions as well.
Summary:
We will be running the Community Wishlist Survey 2022 in January 2022. We need more time to work on the 2021 wishes. We also need time to prepare some changes to the Wishlist 2022. In the meantime, you can use a dedicated sandbox to leave early ideas for the 2022 wishes.
Proposing and wish-fulfillment will happen during the same year[manbasini tahrirlash]
In the past, the Community Tech team has run the Community Wishlist Survey for the following year in November of the prior year. For example, we ran the Wishlist for 2021 in November 2020. That worked well a few years ago. At that time, we used to start working on the Wishlist soon after the results of the voting were published.
However, in 2021, there was a delay between the voting and the time when we could start working on the new wishes. Until July 2021, we were working on wishes from the Wishlist for 2020.
We hope having the Wishlist 2022 in January 2022 will be more intuitive. This will also give us time to fulfill more wishes from the 2021 Wishlist.
Encouraging wider participation from historically excluded communities[manbasini tahrirlash]
We are thinking how to make the Wishlist easier to participate in. We want to support more translations, and encourage under-resourced communities to be more active. We would like to have some time to make these changes.
A new space to talk to us about priorities and wishes not granted yet[manbasini tahrirlash]
We will have gone 365 days without a Wishlist. We encourage you to approach us. We hope to hear from you in the talk page, but we also hope to see you at our bi-monthly Talk to Us meetings! These will be hosted at two different times friendly to time zones around the globe.

Call for Candidates for the Movement Charter Drafting Committee ending 14 September 2021[manbasini tahrirlash]
Movement Strategy announces the Call for Candidates for the Movement Charter Drafting Committee. The Call opens August 2, 2021 and closes September 14, 2021.
The Committee is expected to represent diversity in the Movement. Diversity includes gender, language, geography, and experience. This comprises participation in projects, affiliates, and the Wikimedia Foundation.
English fluency is not required to become a member. If needed, translation and interpretation support is provided. Members will receive an allowance to offset participation costs. It is US$100 every two months.
We are looking for people who have some of the following skills:
- Know how to write collaboratively. (demonstrated experience is a plus)
- Are ready to find compromises.
- Focus on inclusion and diversity.
- Have knowledge of community consultations.
- Have intercultural communication experience.
- Have governance or organization experience in non-profits or communities.
- Have experience negotiating with different parties.
The Committee is expected to start with 15 people. If there are 20 or more candidates, a mixed election and selection process will happen. If there are 19 or fewer candidates, then the process of selection without election takes place.

The Wikimedia Foundation tests the switch between its first and secondary data centers. This will make sure that Wikipedia and the other Wikimedia wikis can stay online even after a disaster. To make sure everything is working, the Wikimedia Technology department needs to do a planned test. This test will show if they can reliably switch from one data centre to the other. It requires many teams to prepare for the test and to be available to fix any unexpected problems.
They will switch all traffic back to the primary data center on Tuesday, 14 September 2021.
Unfortunately, because of some limitations in MediaWiki, all editing must stop while the switch is made. We apologize for this disruption, and we are working to minimize it in the future.
You will be able to read, but not edit, all wikis for a short period of time.
- You will not be able to edit for up to an hour on Tuesday, 14 September 2021. The test will start at 14:00 UTC (07:00 PDT, 10:00 EDT, 15:00 WEST/BST, 16:00 CEST, 19:30 IST, 23:00 JST, and in New Zealand at 02:00 NZST on Wednesday, 15 September).
- If you try to edit or save during these times, you will see an error message. We hope that no edits will be lost during these minutes, but we can't guarantee it. If you see the error message, then please wait until everything is back to normal. Then you should be able to save your edit. But, we recommend that you make a copy of your changes first, just in case.
Other effects:
- Background jobs will be slower and some may be dropped. Red links might not be updated as quickly as normal. If you create an article that is already linked somewhere else, the link will stay red longer than usual. Some long-running scripts will have to be stopped.
- We expect the code deployments to happen as any other week. However, some case-by-case code freezes could punctually happen if the operation require them afterwards.

Это краткая информация о процессе создания Устава Движения. Прием заявок от кандидатов в Редакционный Комитет завершился 14 сентября, и теперь у нас есть полный список кандидатов. Комитет будет состоять из 15 членов и они будут избраны/отобраны тремя различными путями.
Комитет из 15 членов будет отобран в 3 этапа:

- Процесс отбора от организаций (аффилиаций) Викимедиа для отбора 6 членов комитета.

Voting for the election for the members for the Movement Charter drafting committee is now open. In total, 70 Wikimedians from around the world are running for 7 seats in these elections.
Voting is open from October 12 to October 24, 2021.
The committee will consist of 15 members in total: The online communities vote for 7 members, 6 members will be selected by the Wikimedia affiliates through a parallel process, and 2 members will be appointed by the Wikimedia Foundation. The plan is to assemble the committee by November 1, 2021.

Meet the new Movement Charter Drafting Committee members[manbasini tahrirlash]
The Movement Charter Drafting Committee election and selection processes are complete.
- The election results have been published. 1018 participants voted to elect seven members to the committee: Richard Knipel (Pharos), Anne Clin (Risker), Alice Wiegand (Lyzzy), Michał Buczyński (Aegis Maelstrom), Richard (Nosebagbear), Ravan J Al-Taie (Ravan), Ciell (Ciell).
- The affiliate process has selected six members: Anass Sedrati (Anass Sedrati), Érica Azzellini (EricaAzzellini), Jamie Li-Yun Lin (Li-Yun Lin), Georges Fodouop (Geugeor), Manavpreet Kaur (Manavpreet Kaur), Pepe Flores (Padaguan).
- The Wikimedia Foundation has appointed two members: Runa Bhattacharjee (Runab WMF), Jorge Vargas (JVargas (WMF)).
The committee will convene soon to start its work. The committee can appoint up to three more members to bridge diversity and expertise gaps.

As you may already know, the Growth team's goal is to create features that would help newcomers. Our goal is to help newcomers when they edit for the first time and also to increase the retention of new editors. Several wikis already have these features since a long time now. Working with these wikis, the Growth team found evidence of the efficiency of these new features.
These features will be available for all new accounts on your Wikipedia starting on November 22. This way your Wikipedia will offer more options for newcomers to make good first edits and become community members.

We have created several features to help them, and also to help community members who help them :
- Newcomer homepage: a new special page, the best place for a newcomer to get started. Please visit it at Special:Homepage It includes:
- Newcomer tasks: a feed of task suggestions that help newcomers learn to edit. Newcomers have been making productive edits through this feed! Know more about this tool.
- Mentorship module [optional]: each newcomers has a direct link to an experienced user (see below). This way, they can ask questions about editing Wikipedia, less the need to find where to ask for assistance.
- Impact module: the user sees how many pages views articles they edit received. Have a look at Special:Impact for yours!
- Help panel: a platform to provide resources to newcomers while they are editing. If they do some suggested tasks, they are guided step-by-step on the process of editing.
- Welcome Survey: communities can know why newcomers create an account on Wikipedia. You can see it at Special:WelcomeSurvey.
The features available right now in your preferences (here and there) so that you can try them. They are not yet visible to newcomers.

First, we need help to translate the interface. At the moment, most of the messages newcomers will see on your Wikipedia are in English, some of them have been translated using machine translation. Please help translate the interface (done on translatewiki.net. It needs a specific account).
Also, I need your help checking on the configuration the team setups as default. Please try the features and let us know if something questions you.
Almost everything we use is listed on the features' configuration page: Special:EditGrowthConfig. Some translations are also covered there. You can also change the templates and the help links defined there. Several templates can be added for the same task.
It you are familiar with Phabricator, here is the ticket about this deployment.
If you wish to, you can create a list of mentors. This will activate the optional Mentorship module. Please format the list following the guidance. You need at least one mentor for each 500 new accounts created monthly on your wiki (3 mentors minimum). Are you hesitant to become a mentor? Please check the resources we have written based on other mentors' experiences. Please tell us if you are interested by creating a mentor list!

- (1) В статье Ecuador Синг указан ссылка на видео из Ютуб
44t3xc_XDes YouTubeda который данное видео скрыто из поиска из-за плохое качество 240р и автор добавил в более хорошую качеству в 2016-году 9cQlVww0zKo YouTubeda. Данное ошибка было исправлен с указанием причинам Спасение ссылку от Ютуба, как в Английском версии указан этот же ссылка, но товарищ Q-bit array откатывал правку, без разбора, тихо и грубо. - (2) Данное инцидент был и на статье Freestyler тоже самое откат от Q-bit array, но после оскорбление 6 марта 2021 84.54.120.113 товарищ в друг осознал свою вину и оставил данную правку без изменение.
- (3) В статье Ганиев Q-bit array указанный АИ (Авторитетный Источник) про приграничной территории из-за воды откатывал к версии Umarxon III без АИ. Когда ему указали в описание правки с оскорблением про АИ, вот тогда он осознал свою ошибку.
- Вопрос админам. Почему этот товарищ много делает ботовоский ошибки, не разбирая откатывает и тут деструктивный действием приносить только проблемы в статье.
